I have found what seems to be the most complete listing of competitions ever. It is not focused on clarinet competitions, but it is valuable nonetheless. The collection which I'm speaking of is "Musical America." It's a VERY expensive book (around $90) but you should be able to find in at your local public library or main college library (or music library).
It not only contains information about competition (voice, organ, ensemble, solo, etc...) but also info on EVERY ensemble known to mankind. It also list all known summer festivals. If you have a free afternoon, you may want to take a look at this fabulous resource.
