Can someone give me a list of Colleges, Universities, or Conservatories that have very very strong clarinet study programs, clarinet teachers?

Check the Study section here on Sneezy for a pretty fair list of teachers. Also do a search here on the BBoard - the questions come up many times.

northwestern with russ dagon. u of michigan- deborah chodaki and ... i forget the guy's name... michigan state if you like a teacher who emphasizes 20th century music. curtis institute, indiana... it depends. i think most importantly, you have to find a teacher who's style of teaching and personality fits you, or you're likely to be unhappy either way. also, if the school doesn't have a good orchestra or ensemble to play in, that could be an issue as well.

Not Frank Ell. You must be thinking of Elsa Ludewig-Verdehr.
