My low C has a slight hiss to it and I noticed that the cork pad underneath it that my tech put on is not rounded or tapered like one of the other cork pads he put on. I'm thinking that it would help if I round off the edges on that cork pad. Should I give it to a repair tech or is this job stupid-proof enough that I can do just as good a job using sand paper?

I would give it to the tech. It might not just be the pad's shape, it might be that it just isn't seating right.

More likely the opening height of that pad (lower ring stack?) is too low. Try instead to remove a bit of the cork under the lower joint bridge key to raise the overall height of the stack.
