Hi Ben!
No, I don't know of any bands at all in WLA. As you are aware, the traffic situation in Los Angeles has escallated so that it is not comfortable to play much elsewhere out of your community. There is a community band at the Culver City High School on Wednesday nights which needs clarinet players desperately. I played the flute and piccolo with them for a short while. They don't rehearse during the summer. Dr. Tony Spano has that group.
On the other end of the scale, there is a good band that rehearses at the San Fernando Elks that has a number of professional players. They play about 10 jobs a year in the summer, again a long ways off. I played the oboe and clarinet with them but found that the drives to rehearsals and jobs were very far from Redondo Beach where I live. They have rehearsed on Thursday nights which conflicts with other activities I have.
The Burbank City Band, conducted by Dr. Don Holcomb, is a good band, again with some professional players. They rehearse on Friday mornings near the old Lockheed plant.
The Harbor College concert band, conducted by Richard Babcock, is quite musical and rehearses on Wednesday nights at Harbor College.
There is a band at Santa Monica City College, I've heard.
Last but not least, the PV Band also rehearses on Wednesday nights.

If you have an interest in Klezmer, we are forming a community Klezmer band which will be meeting on Sunday mornings on the westside near Pico and Robertson. We have the nucleus of a band and we are hoping to expand. Meetings will start this August. Musicians at various skill levels are welcome.

L.A. has light rail. It just doesn't go to very many places. If your start and end points are near its destinations, it's quite convenient. There are also buses, which can get you pretty much anywhere if you're willing to wait long enough.
The public transportation system just isn't very extensive, and since it's primarily a bunch of bus routes, it takes a while to get where you're going.
The subway is quite nice though.

EEBaum ... thanks, I always envisaged LA to be jam-packed with cars and not much else ... I've only ever been stranded in LAX and I couldn't get out of that place quick enough. Never ventured into the city, probably never will. San Francisco on the other hand ... ah!!

L.A. has lots of nice pockets, especially beach cities. One of the light rail lines ends at (ok, you have to take a shuttle) LAX now, so you can take rail from the airport to downtown L.A. (Disney Hall), Hollywood, Universal Studios, Long Beach (Terrace Theater), etc. It's no BART, granted, but it's better than nothing.
L.A. is indeed jam-packed with cars, but being stranded at LAX isn't exactly representative of the area.

Los Angeles has more and more cars as time goes by. Traffic control is very efficient, however. Most problems happen during rush hours, such as Friday nights. Stalled cars are moved quickly but the sheer volume of the traffic is the problem. Yet, there seem to be traffic problems in most cities today. If one wants to play music here, one has to allow extra time in order to arrive a little early. One woodwind player I know is late for every rehearsal and about half of his gigs. He seems to do it by intent but is very courteous and relaxed about it. Good luck on finding a place to play.
