Thanks,

Jo,
There are quite a few decent to very good clarinet teachers in the greater Sacramento area. As far as Rocklin and Roseville.... I don't know which of the clarinetists live in that area. You are most likely going to have to try and find a way to get into Sacto itself for some good lessons.
You might call a local music shop and ask them if they know of any local clarinet teachers. They may even have their own clarinet instructor that comes in once or twice a week to give lessons.
Best of luck,

Some teachers do, as Mitch suggests, commute into Sac'to on weekends (providing they're not out cane-hunting with him ).
Northridge [Fair Oaks] 969-4728
Klein [s. Carmichael?] 456-8742
Tim's [Arden near Howe] 925-9160
Nicholson [Folsom] 983-0763
I'm pretty sure they would know someone who might know someone etc.
You might also get some references by contacting local school or community band directors. I know some teachers drive into town (Sac) from outlying areas (Folsom, Granite Bay, Rocklin). The majority of instructors listed in Fair Oaks-Folsom yellow pages are for vocal and/or piano(keyboard) - but they may have contacts.
