Does anyone know where I can get a contrabass (Paperclip model) clarinet stand? Leblanc stopped making them.

Try the current offerings for Tuba Stands, they SHOULD go low enough... you may also have good results with a standard Cardboard box stuffed with packing material or a 'tupperware' food container.

I have toyed with the idea of making one from a heavy guitar stand as it has that neck support already in place (my contra is a straight one). My main concern is makimg the base heavy and study enough to keep my pride and joy from tipping over. I've repaired the school's contra enough to know what evil things occure when that happens.

If you get a good, deep-seated chair, it's possible to set the floor peg for the paperclip contra as short as possible and rest on the chair seat between your legs. That's what I did when I played one in the West Point Band.
If you set the peg to rest on the floor, then the instrument will be extremely top-heavy and unstable on any kind of stand. I'd set it gently on the floor. I alternated between a Leblanc paperclip BBb and a Selmer Eb, and it was one in my hands and one on the floor, or occasionally on the closed case, beside me. It's enough trouble schlepping the two cases, without adding a couple of instrument stands.
