Can the Eb-Clarinet be played in concert band on the regular basis? and do you HAVE TO KNOW how to play the Bb clarinet in order to know how to play the Eb?

The Eb and the Bb both use the same fingering. So in principle, if you know one, you know the other. But the Eb is much more temperamental and harder to keep in tune, so it is better to learn on the Bb and then play the Eb as well later on.

Most band arrangements that I know have Eb clarinet part. It is usually doubling another Bb clarinet part, so arrangers usually work with the idea of "if your band has an Eb, here is something for them to play, but it is not really important". A friend of mine (A Bb clarinet player, like myself) calls the Eb a Swine-pipe. I don't know if this is because in his opinion, it sounds like a strangled pig, only fit for herding said porcines or simply a swine to keep in tune!!
For good fun with an Eb, listen to the last movement of Berlioz's Symphonie Fantastique. I know this is orchestra not band, but it does show what an Eb can really do.
