err.. a tin whistle is a wind instrument and a violin is a string instrument. Yeah, very similar...
More seriously, both instruments are popular in folk music, particularly Irish folk music. This is probably what you are thinking of. Their function in folk bands is very similar, to either provide the melody or decorate around it.

Teph, it depends on how good you are at the tin whistle. Can you tell the difference between the half hole fingering for C natural and the -23 | --- fingering? If not, you should definitely not take up the violin, because violin playing requires a very good sense of pitch. You'd be better moving to bandoneon or vibraphone.
