I have Bass clarinet reed blanks i bought some years ago from Davie Cane- these were made by Gonzalez. Davie Cane no longer exists, but you could try to contact Gonzalez directly. These were blanks, and i note you ask about tubes (i don't know the diameter you'd need for bass reeds, but a supplier/manufacturer will. I have notice over the years that some German instrument makers also supply reed cane etc. You may want to check them out as a possible source, but keep in mind that if they supply BLANKS the reed width will be different as German style reeds are narrower.
Sorry I can't remember WHICH German makers do this, but I have seen it on more than one website.

Although I only make reeds for Bb clarinet, I found the Xilema cane to be thick enough to make bass reeds from it. I think the diamater is big enough too. You should emalil to them to ask what is the largest diameter cane they have. I really like their cane and their excellent customer service.
