RonD -

ICQ ("I Seek You") is an instant messaging system. If the person whose ICQ number you type is on-line, a message pops up on that person's screen inviting a chat with you.

The teenage ICQ protocols and politics are complex. If you don't answer, it's a slight. If you're mad with the person, you can block ICQ queries from that source. Etc., etc.
