 My Eb (sopranino) clarinet is very flat

I got it yesterday
it has one reed, I don't like the cut, a 2 1/2
It has 2 barrels, I use the shorter barrel

I have tried adjusting my embrasure, to little avail

I play Bb soprano, and also alto sax.

Are you using a mouthpiece that came with it or one you already own?
How flat is it (cents on a tuner)?
Is it "very flat" over the whole compass or in one specific area?
What brand/model Eb clarinet is it?
Do you have any previous experience playing Eb clarinet?

the mouthpiece came with the clarinet. It is in tune on one pitch, but usually +/- 25 cents off

What brand? If it’s just one of the cheap ones from eBay then they are simply out of tune and there is nothing you can do. If it is a reputable brand more information is needed. What notes specifically are out of tune?

The instrument is a discount off Amazon.

I also picked up an old Eb alto sax. My intonation sucks for that one as well. probably my embrasure, which is inconsistent, as much as otherwise.

I'll do drills and scales on both instruments for a while. One instrument out of tune, Might be the instrument. Two instruments out of tune? It's probably me.

Which is good. I can change,

Two instruments out of tune? Both cheap bargains? Probably the instruments. Smaller instruments need much more accurate measurements. You get what you pay for. More specifics on how much off each note is in the whole range and we might be able to help with some suggestions.
For instance, if the upper register is flatter than the low register, or the left hand is lower than the right hand, there may be fixes possible like shorter barrel, or different mouthpiece bore.
