 Buffet barrel stamp

I'm not a Buffet player and I don't keep up with this kind of thing anyway, but I acquired what seems to be a late 65mm barrel with this stamp:

TOS B 650

I'm curious as to what these mean. Yes, probably 65mm. "B" for Bb clarinet? But I've never seen markings like this on any other Buffet barrels, and I can't figure out what the TOS stands for.
