That can be a somewhat personal determination. You are coming back from a long hiatus, so rather than discourage yourself doing "shoulds," you may want to allow yourself some time to do whatever it is that you find interesting and fun.
If I only have a couple hours in a day to practice, I limit myself to fundamentals such as the Baermann Book III, Kroepsch exercises (all keys), and maybe Stark Arpeggios. Come to think of it I rarely do solo or other repertoire work. That is a bad thing if you're gearing up for auditions.

Tough question. You do what you have to do that relates to the type of playing you want to do.
My routine is pretty regular in an order that usually stays the same.
A few memorized technical studies.
A jazz solo(s) I will play most summers in the band.
A page from my own book "The Most Advanced Clarinet Book".
A page in the orchestral excerpts books.
An etude from my extensive collection of advanced books.
A third of a page from solos I have played or may play with the band.
Another etude from a different batch of advanced method books.
Go watch TV.

My warm-up routine on any woodwind I pick up is generally straightforward:
- start with 2-3 scale/arpeggio exercise in all 12 keys...I mix up the modes
- Play a 2-4 measure bebop line (or maybe a blues chorus) in all 12 keys.
- Sometimes something I know, sometimes I make it up on the spot and then challenge myself to remember it as I play through the key circle
- Grab a songbook off the shelf and "sight read" at tempo a couple of tunes...sometimes I get carried and away and, e.g. read through a whole Choro songbook (I have quite a few of these) in C, Bb, and Eb keys
- Work on anything that I need to prepare for an upcoming rehearsal or show
...then, whatever I feel...perhaps some 'Playalong) (canned or my own works in progress)

Scales 20 percent, long tones to get a great sound -5 to 8 minutes. The rest have fun, get in your sight reading. 5 minutes learning the art of mastering fixing/adjusting reeds.
