The piano reads music in C. The clarinet reads music in Bb (or A, Eb, etc).
That is only about reading the music. The piano doesn’t need to be “tuned to Bb”, unless I’m misunderstanding your question?

If you have a "digital" piano, you can transpose it so playing C sounds as concert B flat.

You'd need to explain in more detail what you really want to do or want to know about doing.
One thing you won't be able to do is have an acoustic piano tuned a step lower to become a "piano in Bb." Too much work and probably wouldn't sound good.

My first piano as an adult was a 100-year-old upright, which the dealer had tuned to Bb, fearing that tuning it to C would break strings. The one time I used it for a duet (I was playing clarinet), it drove the pianist (who had perfect pitch) crazy.
Later, I traded this piano in for a newer one tuned to C.

Adding on Burt's post: There is a old piano in the home of one of my relatives tuned to B natural for the same reason. I find it loathsome to play, especially when it's time to improvise or embellish something--the pitches just aren't where they're supposed to be. A piano was never meant to be a transposing instrument!

we inherited an old family piano when I was a kid that had dropped in pitch to be exactly in the key of Bb...I was really looking forward to being able to play clarinet and piano duets with people at home, but ended up having to transpose the clarinet parts to make it work!

You could spend a couple of thousand bucks on a C clarinet. They are a very interesting instrument.
