I live in Irvine, and I have always been pleased with Bruce (Barlow?). I'm not sure what his last name is. He's the best. You can call Jim's Music at (949) 552-4280 and get some repair information. As for an estimate, you'd have to take it in and drop it off. They deliver the instruments to him and then he gives the estimate.
You may also want to give Anaheim Band Instruments a call as well. Their website is http://www.abimusic.com Give them a ring too. They've got awesome deals on new Buffet Festivals as well.

Harry Burgess at Anaheim Band does a great job; I've had my clarinets and saxophone in there for everything from reaming barrels to correct tight fits on the tenon to all the manner of spring/action adjustments. ABI has a large, knowledgeable, and friendly staff, and always has lots of stuff in stock. Regarding the Buffet Festivals, they've got around eight or nine on hand (last I was there two weeks ago). Their number is (714) 999-5015.
If you're farther south (say, San Diego County) give Bill Hendrick at Oceanside Music Supply a call at (760) 722-1551. I purchased my clarinets from Bill, and up until I moved to Orange County in 1996 he did all the work on my horns.
