Are mouthpieces specific to A and to Bb clarinets, or are they inerchageable?

Interchangeable. (Which isn't to say you *can't* use different mouthpieces for each, but almost no one does.)

A majority of barrels are specific to one (the "A" clarinet is a smaller bore), but even with this issue, more companies are making the barrels interchangeable as well.

I have only ever heard of one company claiming to make an "A clarinet" mouthpiece.
I can't imagine what they think makes a mouthpiece "A clarinet" specific.
The differences between A clarinet brand X and A clarinet brand Y are far greater than the differences between the A and Bb of the same brand/model.
Just sounds like a way to con the punter into buying an unnecessary extra mouthpiece.
