i just a got a hite premiere clarinet mouthpiece and a rovner ligature and was wondering if this is a good combo for a Buffet E11 clarinet?

Why did you buy this particular combo? Did it sound good or were you just hoping that they'd be good together?
Both the Premier and the Rovner are fine pieces of equipment, but whether or not they'll work well with your E11 is a very personal thing.

If it isn't a good combo, then what? Will you go out and purchase another mouthpiece?
You'll know when you begin to use the mouthpiece whether or not it's a good combination. Practice with a tuner. Does it play in tune all the way up and down the scale? Does it work well in the altisimo register? Does it help you with articulation? How do other people feel about the sound you're producing--like your teacher, conductor, friends and family? Is it a boost to your confidence, or are you squeaking more and enjoying it less?
Basically, since you've already bought it, are you happy with it?
If not--look for something new.
