I am thinking of experimenting with a French Blank MP that has a reed table and lay set-up for German clarinets / Reforms but bore to suit French clarinets like a Buffet R13.
Does anyone have experience with such stuff?
Will it have intonation problems like putting a German MP (assuming the tenon fits) on a French clarinet or vice versa?
I do know Wurlitzer america does a similar concept but they construct a specific barrel in their case.

If the blank was like a Vandoren VD, made to take German reeds on a Boehm instrument, you should have no problem.
Beyond this, these things are so highly variable, I really doubt there are many hard and fast rules.
Some examples:
I've 'successfully' played French mouthpieces on Wurlitzer clarinets.
I've experimented with Viotto German style mouthpieces on a Selmer Centered Tone.
In both of those cases, I've been able to play the instruments in tune, though it was weird experience. I always went back to playing the German mp on the German horn, and the French mp on the French.
Some folks in the Netherlands have told me that it's fairly common over there for players to mix and match Viottos of all kinds with different horns. Maybe one of our Dutch friends will comment.
