Are their only woven ligatures for german clarinets?

No. The vandoren klassik is advertised as being for german mouthpieces but many people have used them successfully on french-style mouthpieces.

I have a Vandoren Klassik that works fine on my Chedeville-style mouthpiece andmy Leblanc clarinet.

A friend of mine used a german-like mouthpiece (not Vandoren). It had a normal bore, tenon, etc. but had a ribbed body and arrow window for german cut reeds. My friend used shoelaces and it worked very well. However it took 5 minutes to change reeds...

Thanks to instruction from Arnold the Basset Hornist on this bulletin board, it takes me about 30 seconds to tie a shoelace ligature. If you tie it right, you can adjust the reed without removing the ligature.

I have a handwoven string ligature from pyne. You just slip it on the mouthpiece with the reed and it'll stay put. It's the best sounding ligature I have, giving a good solid resonant tone, but it doesn't grip tight enough to enable fast switches between Bb and A.

I used a shoelace as a ligature before. my music teacher found it very....unusual.

Vandoren make the Klassik in two sizes, Deutsche and French. Choose the right one for you and they work very well.
