The notes never seem to come out clearly, and I've found that the (excuse my layman's terms) that the first key on the lower joint is not completely covered. If I say, press down on that key the note comes out okay.
However, all over notes are okay, just not the one using that middle key.
Is this anything I can fix without needing to get it repaired? Or is there an issue with the pad?

If you aren't sure, it's better to have a tech look at it. He can tell you on the spot what the problem is, and how much he would charge to fix it. You can then decide if you would rather risk doing it yourself.
My personal rule of thumb on good clarinets is to trust repairs to the pros.

Try rotating it a little either way and see if it plays easier. Usually what you describe is a result of the bridge key being misadjusted. It's not uncommon for people to consistently put their clarinets together with it misaligned on purpose...

It could be a problem with the bridge linkage like DAVE wrote, though in that case it is likely there would be a problem with Bb/F also and possibly lower notes (it's possible with other notes, especially when two or more fingers close lower joint ring keys, there is enough force to overcome).
Another option is the middle ring on the lower joint is lower compared with the pad key so when you press just that key the pad doesn't close, while the Bb/F and maybe also G/D ring close it. Possibly combined with a shape of your middle finger that somehow would require a higher ring key.
For a start play B or F# and with your right hand first finger press hard on the pad on the top of the lower joint (connected to the ring keys). Does this solve the problem?
