In my opinion, the Mitchell Lurie Tyro is a good deal for the money. Yamaha also makes good student models.

A used one in good condition should also be a consideration - you have the choice of anything in the used market.

Among the best, and for my money it is the best, so-called student models is the Yamaha 250. It retails (at "discount") for about $800. Sam Ash sells slightly used models for about $550. Check the Web site.
With care, you can buy a good used or reconditioned 250 or its predecessor, the YCL 20, for $200 to $300.
Musicremasters.com (also called clarinuts.com) sells reconditioned 20's for $244, if I recall correctly. These usually come with new Valentino pads. These instruments have excellent intonation, a very nice tone and comfortable key work. They are incredibly sturdy.
My teacher recommends these for his young students. As they progress, he may add a Moennig barrel. Eventually, he herds them toward the R13--skipping the E11 or other intermediate instruments.

In the second hand / auction market...
For me it has to be either of my Couesnon Monopoles. Cost about the same as a second hand B12, but outplays my Leblanc Opus that cost more than 10x as much.
Second in terms of value for money in my collection would be my K series Evette and Schaeffer. These are E13 before they were called E13 and some reputedly play as well as a good R13.
Plan to pay for work to be done on any instrument bought in the second hand market.

Evette & Schaeffer Master Model is great

Selmer Signet models (wood)
Older Leblanc pro horns like the L7 and L300 are great buys.

EDIT: note that some of those clarinets are better than others. It depends on what level you are at.

Used E-11's (and other good intermediate clarinets) can be found for very low prices on ebay. Many are in the $300-$700 dollar range. However you do have to be careful about what you buy. Look at pictures check out the pads and the corks. I have noticed that a lot of the clarinets have recently been worked on, which means you don't have to get them repaired or serviced yourself. If there are few or no pictures and there are hard to see anything in than that's probably no the on for you.
My first intermediate clarinet was a used buffet evette, and I got it for $200 dollars from a music store who was seller it as a consignment.
The pro clarinet that I play now was purchased on ebay, and it was a great deal mainly because we got it from a music store that was going out of business and it was a discontinued model. But make no mistake about it, it has proved to be one of the best investments I have ever made.

Vito VSP (the wooden Vito made in France or even - gasp! - Paris).
You can get them for as little as $50 on That Auction Site, but they (I own two) are on par with my Marigaux Symphonie (which I hate to say, somehow).
(If someone has a surplus Couesnon Monopole, I'd be open for a trade, just for sheer curiosity.)

Almost all non-Buffet clarinets are undervalued on the second-hand market. Some of them are extremely undervalued. If money is an issue, buying a new clarinet is a mistake.
