 Buffet Clarinet NO. 28xxx

I have a buffet clarinet serial number 28xxx with germany marked on it near the serial number, and a PAUL BUFFET signature on the horn (bell) area. It doesn't make much sense to me but I would like some help. Is anyone out there with some helpful info?
