 "Breathy/Airy" Low F/F# (A Clarinet)

I notice a "breathy/airy" quality to the low F/F# notes on a 1970s R-13 A clarinet. I do not notice this on the C/C# notes. Any ideas/suggestions or "just the nature of the beast?"
