I'm looking for sources on e-flat clarinet history. Who developed the e-flat clarinet to begin with? When was it first used in orchestral literature? Who was the first composer to write for it?
Any sources or info would be most appreciated.

It's impossible to hold one maker responsible for being the inventor of the Eb-clarinet. Between 1750-1840 clarinets in almost every pitch were made. Above the regular cl. in Bb, sopranino-clarinets in B C D Eb E F G Ab Bb and C were made. All used for different purposes. Some only made to be loud and nasty, for outdoor and military purposes. Others were found to sound more cultivated and could move inside. The earliest non military use of the Eb-cl. that I know of is in a few operas by Cherubini in late 18th century. In the symphonic repertoire the earliest piece I know is Berlioz: Symphonie Fantastique from 1831.
In Europe we use Eb and D-clarinets as a pair, just like A/Bb.
You can read some information about high-pitched clarinets in Rendall: The Clarinet/ Chapter 9.
