Yes, but ...

In the original version, there were no clarinets. See http://www.classical-composers.org/cgi-bin/ccd.cgi?comp=faure. The slightly later version, used for most performances, has perfunctory parts for 2 clarinets in about half the sections, consisting mostly of whole notes with a few quarter notes thrown in for variety.

In the absence of a good oboe player, the beautiful slow oboe solo in the Faure Requiem is usually played on either flute or clarinet. I have had good luck playing the oboe lines on clarinet, although if I can ever hook up with an adventuresome choral director, I would love to play them on my soprano sax. (One of the top British players can make his soprano sax sound much like a fine oboe).
