I recently got a new R13 and it has played great.. until yesterday. Now all of the notes that require the use of the lower joint don't work. Any suggestions on what is wrong and how to fix it? thanks in advance.

I am not a repair person, and there are certainly many more qualified people than I who frequent the board who might offer additional assistance.
That said, the first two things I'd check would be:
1. Alignment of Bridge key...sometimes this affects things...
2. Check to be sure the pad at the top of the Right Hand ring key assembly is still there and seating correctly. If that key has been bent anywhere along the assembly it may not be sealing properly.

If someone wasn't careful on assembly they could possibly have knocked the little cork off of the bridge key. That would cause the problem you mention.

Take it to be repaired immediately. Now there's some sound advice, if I ever gave any!

Some things similar to this happened to me. It can heppen if a pad fell, or maybe a pad got stuck to the wood. That was it in my case, but it can be anything. Look at all the pads to make sure they are ok, if they are, then go to a repairman, if they're ot, then go to a repairman.
