marine band copyright followup

Several months ago, I asked a question concerning copyright on Marine Band recordings.

After further (farther?, I don't know) research, I found out that the individual publishing companies that produced them will sell them to you, but the Marine Band as an organization cannot, as they were produced with tax money and only libraries and things can get them.
