 Why not synthetic pad?

There is a special padding system developped by Staubinger for flute. http://www.miyazawa.com/other10.htmute.
As written in this page felt used pad is an obstacle to obtain perfect sealing of pad systems, and he uses synthetic materials.

Japanese flute maker Muramatsu recently developped another synthetic mateial pad systems.

Why no clarinet manufacturer do not develop these kind of more engineered pads? To use goretex only for skin without changing the felt to more solid material seems somewhat off the mark.

Straubinger _does_ make clarinet pads. Some people have switched to them; however, as you can tell from the numbers that have switched, that the results do not make an overwhelming change.
