The F flat is the same as E. That is why there is none on the chart. If you look at a keyboard, you will notice that there is no black key between the F and the E. So F flat is the same as E. And E sharp is the same as F.
I don't know why they chose to put the G flat in parentheses. Perhaps because one seldom sees a G flat in music. You are more likely to see and F sharp. These are the same note.
