On large-scale commercially produced Oboe reeds, the wire is placed to enable the player to make the reed opening larger if needed. To do this, slide the wire away from the string a small distance.
Wire is normally not used on Oboe reeds by one-person reed makers because their quality control process is better and they build the proper opening into each reed.
On English Horn reeds, wire is often used to allow the player to adjust the reed opening and as a stabilization device.

It's a personal thing - some players prefer wired reeds to adjust the aperture of the reed and keep it set to where they want it and others prefer no wire at all.
I like wired reeds best - two turns of soft brass wire are all oboe reeds need - larger reeds may need three.
Larger reeds (oboe d'amore, cor anglais and bass oboe) often use wired reeds.

Wrap the reed in PTFE (plumbers') tape so it covers the twisted end of the wire, then you won't catch it on your lip.
Don't use sellotape or anything sticky that will leave residue on the reed and cling film isn't much good as it comes undone - PTFE is best as it won't come undone when it gets wet.
