If it's binding up, then it could be a number of things:

bent pinky cluster
bent key rod
bent pinned steel
binding between the pillars
binding between the point screws
too much friction from the silencing material used on the linkage
misaligned pillars
the oil has gone gummy
rusty steels

It's not something major unless it has a broken steel, so see if any oboe specialists can do an emergency repair. There should always some room to do minor emergencies no matter how booked up they are with major jobs.
