 Ferling Etude Tempo Question.

#21--my rather old edition says quarter note=108. This seems awfully fast and, well, frantic for one of the "slow" etudes. Should it be eighth=108?

My edition ( Billardot - Pierlot) says quaver (8th note) =108....the speed is quite reasonable
