Serial number puts year of manufacture in 1910.

That's a musette (piccolo oboe). It's most likely made of rosewood.

I've never seen any Buffet instruments made from cocobolo, but they have in the past made clarinets (and this musette) from other types of rosewood. They still use rosewood for their bassoons.
