Is there a reason that many of his studies are in cut time. Surely they are meant to be played and felt in 4.

It was a convention to write show music and pop tunes in cut time, even when felt and played in four.

I guess 4/4 was usually reserved for slow ballads.

Not even. I played an old adrangement of Tuxedo Junction just prior to Covid.....sure enough it was in cut time.
