The best in-a-nutshell description of the Fed/Ex "customs fees" scam was explained to me via work sources, as: 'imagining driving up to the Canadian border at White Rock, British Columbia or Windsor, Ontario, and you then pay a Fed/Ex employee $55 to $75 to then take your passport and walk it over to the customs guard booth, and then return it to you afterwards"- that is their 'brokerage' action in most simple terms.

Meanwhile, like I said above, USPS (US Parcel Service i.e. the post office) doesn't charge fees for transporting the item out of the US. Neither does Canada Post on reception of the item heading into the Canadian mail stream. Only government duties or GST is collected if applicable.

At least for those Canadians who live close to a border crossing, one way around the added Fed/Ex, DHL, etc fees is to have the item shipped to a parcel-store at a US border community, then when it arrives drive to the US and bring it back into Canada yourself. Whatever government duties you are on the hook for, you pay at the border - but you're not paying $55-$75 to a courier company to bring it through customs.
