For larger skips, I put more energy into the lower neighbor (a mini crescendo on lower note) and perhaps even a pulling back on the upper.

Right hand down? Is this an Oehler clarinet?

There are 2 high C fingering which might work for the eighth note high C's:

(no thumb/no register key) x o o / x o o

R (no thumb) x x o / o o o

I've never used either for this passage, but you might find that they may speak easier/quicker ... and they're a bit more covered.

It takes a bit of practice to voice correctly, but it's doable.

Having a well balanced reed is crucial. A lighter reed can sometimes be helpful.

Experiment with air speed. Generally faster air is usually more conducive to this kind of leap.

A couple of practice tricks: 1) Turn the first two 16th's into an 8th note on the upper C to help establish the feel of that note at the beginning of the lick. Do this well a couple of times and then return to what it written. 2) Play the lick as written but without the register key, so in F in the lower register instead of in C in the upper. This will be much easier to play smoothly and can be helpful in modeling for yourself the final result you want.

It's a beautiful piece - enjoy!

If you are experimenting with fingerings for high C:

R (no thumb) x x x '/ o o o with the bottom side key is less covered and a little fuller. It does tend to ride high in pitch whereas the one above is on the flat side for me.

Try your High C with the Middle C pinky still down.

Practice playing a scale downwards from high C starting the C with your thumb register key and remove the register key before starting downwards. Voicing makes all the difference.
