The context of the quote ("If you can't quantify it, you can't do it
well") was the cancellation of a certain anti-drug campaign. The
agency that once funded the program said (in summary): "You can't give
us numbers that connect your efforts specifically to reduced drug use,
so we're dropping the program."

The problem, of course, is that many details affect drug arrest records,
and therefore it's questionable what the lack of airtight numbers may
mean.

This is similar to judging music in the sense that that, while numbers
can be useful to some extent (such as measuring pitch with a tuner),
available numbers often don't tell the entire story (such as which
partials in your sound account for a desirable or undesirable result).
