Probably because that gives the student a voluntary way to avoid the test
if they so chose. These activities are optional; if you don't want to be
tested, don't sign up for the activity. I guess they consider it "unfair"
if you have NO choice in the matter. It seems like a ridiculous
distinction to me, but whatever.
