I thought that "Nanny State" rules were to protect people from themselves
(seatbelt laws, motorcycle helmet regulations, many controlled substance
laws) as opposed to rules which protect one from the intrusive behavior of
one's neighbors, a category into which it would seem that both smoking and
noise regulations would fit. In an increasingly crowded world, it would
seem that the latter are a necessity.

People on the political Right in the UK refer to this sort of legislation
as being a facet of the "Nanny State" - evidence of their own elitist
paternalism,
of course....
