Um, all of the above and more. 12/8 is used a lot by composers of show
tunes and jazz charts because it is very versatile. As a gross
generalization, it gives you a 4-beat measure the same way that 6/8 give a
two beat measure. But many other permutations are possible - and can happen
at the same time.

You can divide the measure to have 2 beats:

123456 - 123456

3 beats:

1234 - 1234 - 1234

4 beats:

123 - 123 - 123 - 123

6 beats:

12 - 12 - 12 - 12 - 12 - 12

. . . and those are measures with even beats. I once played a tune counted
like this:

1234 - 123 - 12 - 123

and it swung!

A good rule of thumb for any meter like this is, no matter how the conductor
is subdividing, to think of the running eighth notes in your head.
