<><> Actually most of the bands that I have belonged to were
pretty non-competitive.

Our community band is actually two bands that practice separately,
and occasionally they perform together -- beginning band and advanced
band. If you sit down in a chair with an instrument at the beginning
band, you're in. An audition is required for the advanced band, but the
audition is not a competition. They just want to be sure that you can
play a melody or two and can read and can stay in tune. If you can,
you're in.
The nifty part about it is that some of the advanced players
volunteer to play with the beginners each week and help out.
The one requirement that strikes some people as unusual is: you
can't play in either band unless you're 50 years old or older.
