Check with your local school system's community education department. They
can frequently get you into school bandrooms for practices and access to
percussion instruments and even music libraries. And through thier
bulletins they can advertise for musicians and musician wanabees. Then all
you need is someone to take charge. It can take a while to develop, but
will be worth it!
