It seems to me that it's not really necessary to restrict a community
band's programming in that way. For less than $300 a year, you can get
the blanket BMI/ASCAP license from the Association of Concert Bands that
allows you to perform nearly anything yet published.

The issue of making CDs to sell is entirely different. I can completely
understand wanting to limit one's CDs to public domain music, just
because I've never wanted to deal with the Harry Fox Agency thing.
Maybe there is a solution that is just as easy as the blanket license,
but I've never come across it.
