When my R13 was relatively new (under a year--late 80s ), one of the
"plastic things" broke and after that it would not work, either. The horn's
keys were badly out of adjustment so I shipped the horn to Weiner Music.
They did a fine adjustment, replaced both of the ball joint pins (at that time
they were nylon), and sent back a couple more pins --just in case! They
are to prevent key noise and make fingering easier. I'd find a repair
person close to you to see if the cigarette paper really is cigarette paper.
I'm pretty sure you'd be better off with something more solid.

nasty oily plastic things were wedged in. I just yanked them out and
wondered what kind of moron did that.... my clarinet didnt work after that. I
sent it to be repaired and noticed cigarette paper now replaced the plastic.
