I don't know what Level 2-3 pieces are. Generally the pieces with
E-flat clarinet are on the more difficult side for what are obvious
reasons. We do have at least one that I think can be done by high school
level players (our C468: Tableaux de l'Enfance Vol. 1)

A couple of more difficult pieces with good E-flat parts are:
C461: Early Hungarian Dances from the 17th Century for clarinet quartet
by Ferenc Farkas.
C1598: Three Preludes for Clarinet Quartet by George Gershwin arranged
by Gareth Brady (you also need A clarinets and a low C bass for this one)
