The material is most likely nickel silver, also known as German silver,
which is a high nickel content brass alloy. There is probably nickel
plating over that. Beyond wiping with a cloth, you could use a metal polish
such as Flitz, but be careful to avoid the pads. Of course, after long
storage, the pads are probably moth-eaten and will need replacing anyway.
Take it to a technician for proper evaluation. I don't think I have seen a
metal bass before, although I have seen a metal ALTO clarinet, and have
played a Leblanc metal contra.
