Dear Soo Goh,

My teacher, Rosario Mazzeo, was a member of the Boston Symphony Orchestra
along with Allegra. He played full Boehm and told me that the clarinet
section would often keep themselves from becoming bored by playing concerts
entirely on one or the other clarinet, transposing. Of course they had to
have the low e-flat on the B-flat clarinet in order to do this.

Maybe this is your answer.

I have always assumed Stravinsky wrote that note to take advantage of the
full Boehm.
