I hope you are emphasizing "at government level". A lot of us Brits have always been very anglophile, and have generally found the French people we have met and known extremely kind and courteous. I have played in a couple of French Orchestras, written music for French players (& YES they did perform it at public concerts) and still have French friends with whom I have a standing invitation to visit. I don't even get rude remarks about the incomprehensibility of my accent when visiting Paris; and Heaven knows I deserve them!
I would say that the opinion you expressed is about a century out of date.
