This is famous as one of the worst piece ever written for clarinet and
band. (I am probably quoting Dan Leeson here.) I think my friend is
interested is something much more contemporary and frankly something he
won't have to practice much.

Think of the Schindler's List clarinet solo version with band. Then make
is something a bit longer and in a jazz idiom with an improvised section.

The Artie Shaw Tribute sounds on the surface like a possibility. But
where to get it?
