The Peters edition of Rossini's Messa di Gloria is available at

which I assume is the piano reduction, but you should check first.

reference librarian, who should be able to get an inter-library loan.
There's a Rossini critical edition under way at the University of
Chicago, but it seems to be only getting started

I assume there's an existing Rossini Complete Works monumental set.

The choral library at Syracuse make have the score.
